1. Subcontracting Information System
The Subcontracting Information System (SISUB) is the electronic way that allows employers to comply with the provisions of article 29 Bis of the Law of the INFONAVIT (Institute of the National Housing Fund for Workers) , applicable to natural and legal persons who are are registered in terms of article 15 of the Federal Labor Law before the Ministry of Labor and Social Welfare, to carry out the provision of specialized services or the execution of specialized works.

Objective

Facilitate compliance with the provisions of article 29 Bis of the Infonavit Law for the sending of information of those employers who obtained the Registry before the Ministry of Labor and Social Welfare.

The obligated subjects must send the information in accordance with the provisions of the Infonavit Law, as well as the information of the contracts and of the workers that were linked to those contracts in the reporting period, including the data of the beneficiary of the service of the outsourcing scheme.

The information of the workers referred to in article 29 Bis of the Law, will be those that are made available to the beneficiary and that are linked to an Employer Registration Number.
Who can access the service?
Employers who have obtained their registration before the Ministry of Labor and Social Welfare of the beneficiary and who are linked to an Employer Registration Number.
When do you have to comply?
The obligation to submit the information to Infonavit on a quarterly and subsequent basis according to the following schedule.Semester Period Presentation period January to April 1st semester May 1 to 17 May to August 2nd semester September 1 to 17 September to December 3rd semester January 1 to 17 (of the following year)
Note: The expiration will be subject to the provisions of the penultimate paragraph of article 12 of the Federal Tax Code (if on the last day of the term or on the date determined the offices before which the procedure is to be carried out are closed during business hours). Normal working day or it is a non-business day, the term will be extended until the next business day. The term will also be extended until the next business day when the last day of the term in which the respective declaration must be submitted is Friday).
2. Presentation of SISUB
The obligated subjects will have the obligation to submit the information referred to in article 29 Bis of the Infonavit Law on a four-month basis through the Business Portal. The information corresponding to the contracts entered into by the obligated subject must be reported, including all his employer records, on an annual basis and report any modification or additions to contracts. Requirements.
  • Be registered in the Business Portal.
  • Format Obligated subject information, details of workers and details of the contract (in .csv format).
  • Record or records issued by the Ministry of Labor and Social Welfare (in pdf format).
  • Constitutive deed and modifications (in pdf format).
  • Subcontracting contract or contracts (in pdf format).
  • Federal Taxpayer Registry (RFC).
Steps to follow.
  • Login to your Business Portal account with the NRP identified as the main one.
  • In the My procedures section, click on the option “Subcontracting Information System”.
  • Read and accept the terms and conditions with the use of the company's electronic signature (e.firma).
  • Click on the "Sending information" tab and download the XLS formats; capture the data in all the fields that are requested.
  • Fill out the form and upload the required ".csv" files and the requested "pdf" documents
  • In the tab "Follow-up to folio" you will know the status of your procedure.

The obligation is fulfilled by submitting your information through the SISUB and by obtaining the acknowledgment of processing accepted through the system (available in the "Follow-up on folio" tab).
